Fargat Gabdul-Khamitovich Nurutdinov was born on October 1, 1949 in the city of Spassk-Dalny, Primorsky Krai of the USSR. Father Gabdul-Khamit Nurutdinovich Nurutdinov (1913-1983) - a graduate of the Military Medical Academy. CM. Kirov, major of the medical service, participant in the Great Patriotic War, holder of two Orders of the Red Star and many medals. Mother Rashida Karimovna Nurutdinova (Nigmatullina) (1921-2002) teacher-biologist, graduate of the Timiryazev Agricultural Academy and the Kazan Pedagogical Institute.
In 1956-1966, F. Nurutdinov received a secondary education. In 1973 he graduated from the Faculty of History and Philology of Kazan State University.
In 1973-1993 F. Nurutdinov worked as a researcher at the State United Museum in Kazan.
In 1975-1980, F. Nurutdinov was trained as a source historian at the graduate school of the G. Ibragimov Kazan Institute of Language, Literature and History of the Kazan branch of the USSR Academy of Sciences.
In 1988, F.G–Kh. Nurutdinov becomes the head of the Kazan club of lovers of Bulgarian history and culture "Bulgar al-Jadid".
In 2005 F.G–Kh. Nurutdinov was elected an academician of the International Academy of Bulgarian Knowledge, Innovation and Culture (MABIK).
